It's a double edged sword. If that promised never comes or what comes is a let down - usually backfires BIG TIME.
If the International VIN homologation number is the same - it the same bike (except looks). If it's not EURO4 it will not be sold as such (the fines are frightening) unless they are SVA vehicles. i.e. sold "as is" - modified (I believe they then use Construction and Use reg's in the UK), maybe then as US Grey Import models .
ime of such issues - it can be a huge minefield. Insuring can be a real bugger. Here it most certainly is. My old Guzzi is a US spec bike - but as it's 38 years old in October it predates all the rules - so it is insured as a Classic bike, without being plated as such, via a specialist broker.

Flagship or "Ya boo sucks to the rest of you" vehicles are often overall losses. Made/sold to boost the bread and butter sales. Also a great way to write off R&D costs for other things.
And whilst this may seem a bit odd - the R3's power/size is a hinderance in some countries, where insurance is based on bhp ( I can remember near fainting in Germany). And road tax on cc's - Here it's not - it seems to be based more on perceived repair costs.
