So the head package from carp, leaving the pistons alone, could be done to put Peak HP right around 7,000 with a 500 RPM overrun then or would that require the bottom end to be rebuilt as well?

Carpenter doesn't touch the bottom end, even with the pistons. But without different cams, you aren't going to make power at 7000 rpm

Ya I am aware it peaks around 5800 now, which is why I was wondering if stock pistons + carp head/cam can peak at 7k or does that require a cam that will only work well with aftermarket pistons.

You can do just cams if you like BUT what are you looking for powerwise ?

Just pondering a build that will hold at least 150lb-ft from 2.5k - 7k ish using CES headers for a long linear feel more than having a lump of power towards the top which gives that top end "rush".

I like long flat torque curves more than bulging top ends, can this be done on a stock bottom end?
