I agree that the tire appears to be out of round and, apparently through no fault of your own. Perhaps remounting the tire to your wheel will help to eliminate some obvious potential cause(s) of the the problem.
Have you checked to see how old the tire is? It is possible, I would think, that either the tire was defective to start with either due to a manufacturing error or, if it's an older tire that was improperly stored, that the tire's integrity was adversely affected because of that.
One more thought, and I'm simply guessing here, isn't it also possible that viewing the tire under a no-load condition could make a minor defect appear as a more dire defect?
