You definitely should not have been charged for remedying an ongoing known issue. My bike is out of warranty and the dealer has said they will continue to rectify the rear brake issues.
Saying that, for the other Aussies out there, I reached out to my dealer yesterday, and while they hadn't heard about the recall, they checked my bike in the Triumph database and it now has a recall notice attached to it so they are ordering parts to get it done. So Triumph Aus has acted fairly swiftly it would seem. If you want to be one of the first cabs off the rank before we have a sudden parts shortage worldwide for the new master cylinder kit, reach out rather than wait for your letter is my advice.
I've never brought either of my bikes to a dealer, so my first time working with one in my area. Pleasantly surprised when he responded and said they'd get the part sent two-day air and he could work me in next week while I wait!

wow, I dont have any rear brake issue but still showing my vin for recall, I guess, Triumph is not playing games anymore? doing every other bike?

That is a good question... I wonder what the new master cylinder has that will prevent this issue from happening??? I haven't checked but is the master cylinder part number the same from 2021 to 2023 or have they been changed? If they are the same and I'm guessing the capacity is larger on the new unit, they all should be changed...

I believe the recall is for all bikes. It states from 2020-2024. It says that the current master cylinder doesn't have the capacity to move the fluid through the system properly so they are adding a larger one. I'm not very knowledgeable with how these systems work, but I'm not sure how this fixes air getting into the system.
I've got an absolutely fantastic dealership in Tucson. Called them up to get on the list and they said they were already working the paperwork for me and had the part on order. Mine's only needed to be fixed once and I've had no issues for the past 20k miles but I figure a bigger master cylinder can't be a bad thing.
