Metal cord/rope around diff housing???

Good day group. While detailing the crap out of my new to me R3T I noticed a steel "wire" that was butted up between the wheel and diff. It was loose and was easy to pull away from the housing. I cut it off seeing that it really was not doing anything. Has anyone ever encountered this or know what it is? It almost looks like a shim, but it was on the outside and was doing nothing. My diff housing is not leaking a drop
 
Here is a pic of it. The tape is there just to hold it together where I cut it.

It is like a shim, machined. Impossible to come from the ground as it was inside the driveshaft and wheel. Thought it may be a gasket or shim to align the housing and the wheel. But it was loose against the diff housing, so I cut it off

Has it been put on to hold the black plastic surround in between the drive shaft and the wheel, its not loose or cracked is it? I cant think of any other reason 🤷‍♂️

It was butted against the black plastic and free floating on the hub of the wheel. I cut it off and I guess it did not serve a purpose as it does not leak. Bike only has 12000 miles on it. I was thinking it was a manufacture installed "QC" thing amma gig. lol
 
my guess would be that someone was having one hell of a time putting the final drive back in after greasing the driveshaft splines and used a ring to hold it up while trying to get the pinion collar on the drive shaft then put the tire on. ah **** moment. it will be there for the next time.
see what happens when you have to much time on your hands.
