Update: Last night in the dark I looked at what I considered the likely things like headlights fuse, overall connections for battery, lights etc that I could get to. Got off work today and got her home to look at more closely. And I get lucky. 
The 5A fuse for the instrument lights (#8 on the Roadsters that have #9 as empty) was blown. The headlights apparently count on that fella enough that w/o it they were out. Replaced it with some spares I keep around and I'm back in biz.
I do have a quick question on the starter relay that Tdragger mentioned. This isn't my first RIII and I've noted before that cold weather and cranking her don't get along (I live in Utah and drive year round, road conditions permitting).
In addition to perhaps that relay and larger neg cable, any strong opinions on batteries? --- or is that like asking opinions on oil
