Early 2013 vs late 2013 Roadster

2005 Std RIII owner here, thinking about getting the R3R. Got a couple questions...

1. Has the ECU (tamperproof or not) question been resolved as being limited only to the Street/Speed Triple?
2. Have the 2013s (or 2014s) had the ignition tables fixed in gears 1-3 (according to Triumph)?

Being new to the world of the Rocket, quite a few posts within this forum speak of tune's. I understand what it means but is there a reference that I can read that details the mapping, what can be changed.....etc
Hope this is not a dumb question, just trying to learn what I can.
