My understanding is it's the Storm series (Gen 3) that's locked.

Triumph upped the power from 165hp to 182hp (by allowing the throttle to go to 75%) then encrypted access to the ecu so folks like us can't play with it any further. In reality, you're somewhat better off getting a Gen 2 that you can unrestrict to 100% throttle with a Penner Tune & get even more power than the Gen 3 has. You won't get the gen 3 colour scheme though.

i recently sent my 25 storm computer to BT moto, they can tune it, and it made a significant difference. in my case I added a vandemon exhaust and air filter. But I have not been able to get tune ecu to connect to clear a service light before or after.

Awesome, well there ya go, BT Moto can tune the ECU from a Storm, because BrentO has had it done. They'll be busy . . . .

For some reason "on bench"-mapping (you are connecting directly to the pins of the removed ECU or even have to drill a hole in it to connect) is easier to develop than via diagnosic port. Don´t ask me why.
As long as it is the only way, I am fine with it.
Use it to get rid of the ETV restrictions and use a piggyback solution like Powercommander to adjust fuel and ignition to your hardware modifications.
