It's that pesky euro 4. I reckon to pass that test, it will have to run on nothing but willpower.

In another couples of years the Vespa will be the only bike that will pass the euro standards.

Others have hinted and I am inclined to agree, that motorcycle engines might get bigger in the wake of euro 4. For that may be the only way to have any power left after you starve them to death with emission regs.
