I asked a "friend" to "program" back in the 30% power reduction in gears 1, 2, & 3. He said it would be no problem, I just had to pay for 30 mins. of shop time. Is this possible?

Let me get this right: A friend wants a half hour pay? I'll bet he rides a V-twinnie on fair weather days.
You didn't mention, or post to the R3 Touring forum, where you obtained this 30% reduced power, information from? I'm not a student of the R3T.
I hear the R3T models were stepped back a bit but not 30%; or might I be mistaken? My understanding is they have considerably more torque at even lower RPMs. Im surprised they all dont come stock as darksiders
If you have a Tuneboy you might be able to tune to most any octave; depending on Wayne.
And if you have yourself a Standard, with all the grunt anyone should want to begin with, and its choked down by 30%? You have a vast awakening

I have only heard of two ways to get back the power held back by the factory..
(1) remove the secondary throttle plates
(2) invest in a Tuneboy key and do it yourself.
I don't know if removing the secondaries on the R3T is going to do anything. You'll have to talk with one the Touring riders.
I, for one, certainly wouldn't want a 'friend' messing with my bike unless they were a certified moto-mechanic. There are posts on the board explaining how to remove the secondary plates on a standard R3.
I, for one, spent the money and went the Tuneboy route. It isn't cheap but you do get the advantages of being able to change other parameters on the ECU.

From your tag it looks like you have an R3 Classic so the comments about the R3T do not apply to you.
I'm not sure how your friend intends to accomplish this without some sort of 3rd party product such as a Tuneboy or a DynoJet product (PCIII/V). Tuneboy or a proprietary Triumph Diagnostic Tool are the only known ways to reprogram the electronic control unit. The Dynojet products are modifications to the program after it goes through the ECU.
I'd ask some more questions before going any further. Something doesn't sound right with the information given.

You may want to consider what your tire bill will look like in the future should you decide to follow through with your current thought process.
I don't have the R3T but can tell you that the Rocket Classic likes to wear out the rear tire should the rider show a lack of discipline with the right wrist. I go through a rear tire every 7500 miles and I am tame in my riding style as opposed to others I know.

Seat of the pants "dyno"
'08 Rocket III Classic (blue and silver, the special fast color combination).
The "friend" was a mechanic at a dealership, with access to the Triumph tool.
I think that I have more "grunt", but I know the "seat of the pants" dyno isn't reliable.

Phil...your being on the left coast might change the approach. An 08 Classic with a ""off road" silencer upgrade" might surely surprise you. Putting that stinky cat box on the shelf is my first recommendation...if you can get away with it. I tell ya, if someone with the insight and smarts, could run against Tuneboy and give 'em a run for customer service
Or else provide an idiot proof software application, I would sink another even money with them. I tell ya, at my age I need it spelled out to or for me. Or else not be so cantankerous an ordeal to load or reload a tune.

I saw your bike before you took delivery. I do like the color combo. You and I met at the dealership when I had stopped by to talk to AJ about a stepper motor problem I was having.
I have found that the more stock items I change with TuneBoy the less the dealership tool can do to help diagnose an issue unless...you install the 02 sensors and the like back into the bike. The Triumph tool has a step by step process to follow and does not allow for mods made by me and a lot of folks on this website with TuneBoy. IMHO...consider carefully how much you want to change from stock if you intend on using AJ at the dealership.
If you really want to know about the Torque/HP, call Craig at Phantom Cycle in Pendleton. He knows what he is doing with his Dyno and will make a pull for a reasonable price if you really want to know what the numbers are.
