I think you're right, hence the useless enclosed crap. For those wanting better they can either make up one on their own or buy a decent ready made setup that you can actually work with.

Right now I only carry a tire plug kit but some small tool set is in order before I start going any distance. Along with my AAA card for bikes

The front wheel needs a 3/4" or 19mm hex to fit in the axle. The rear is .550" (across flats), or a 3/8 bolt with a bunch of 3/8" nuts
