A buddy of mine rides a 2005 Rocket 3. His rims looked terrible. The outer coating was a mess. He took them to a shop and had both rims dipped. The end result looks like carbon graphite. Seems to be holding up. He's got 15,000 miles on them. I had my 08 Touring model chromed. I've been pleased with the result. Simple soap and water clean up. I've never put a polish on them. 20,000 miles and no issues.
Use this and you will thank me for saving you a bunch of work. I have aluminum wheels on my 67 Barracuda and this cuts the polish down to half. I use it also on bike.

Just as Scottinexile says "noting like a little elbow grease", a rag and metal cleaner. Have still to try the steel wool method on the heavy stuff. I use S100 and a soft brush on the metal parts and it helps keeping the stuff presentable. Expensive but worth it like F-11 for the painted surfaces.
