I used to get those in the military. I obtained access to the records at one point, and did a statistical analysis showing the choice of people to test was not even close to random.

I never determined the cause, but I suspected that the folks charged with arranging the testing were graded on how many people they got through the system, and like answering a spam call results in many more calls, I suspected when they got someone (like me) who actually showed up, they tended to call those people again.
