Judging from the number of illegals here in the state, I don't think anyone here knows what a green card is. But, it being Kentucky, if you attend they may ask you to stay and help clean up afterwards.
Kansas, Delaware, New Jersey and Pennsylvania are some others I know of that respect an adults choice not to wear one ... Maryland and New York are the two around here that typically mess up my travel with their helmet requirements.
