Touring do not have light relay - only the Roadster

The starter relay sends signal to the ecm, but that is all it does. ...

You have that wrong way round - the ECM is sending the signal to the Starter Relay - when that is 'low' and the starter command is 'high' the relay changes state and directs current to the Solenoid.
The main control to the ECU that enables that 'low' output to the Relay is the Clutch Switch (but there is also a low voltage threshold)
If you have no ignition power, the start switch will not have output.
