No idea of actual custom fitter etc but it looks like a rectangular headlight HD type copy that a guy in Texas was selling on two eBay sites and his actual shop. Talon Billets.
I think they may been sold for R3Ts but I bought one anyway to try.

You could buy just the front batwing skin in plain black ABS plastic or ABS plastic coated in fibreglass and a finished in black polished gel coat. Theyw ere sold as is no brackets requiring a custom fit. More finished ones may have been available I cannot remember.

I bought one anyway to try about 5 years ago and tested it up fit wise on my Roadster with @Longrider one day and we discovered that it did fit over the two headlights but I never made up the brackets.
A bloke in Wagga, Australia bought it off me a few weeks ago for his Rocket III knowing he will have to make a bracket system from scratch.
PersoNLLY i WOULD START WITH THE STOCK 4 CLAMP fork SYSTEM AND USE a THREADED TIP RODS OFF THEM AND THEN CUT AND BEND TO LENGTH REQUIRED TO FIT INSIDE THE BATWING. Sorry phat phums!
Easy enough with a 'P' clamp to hold the rod ends to the pre drilled screw fixing bosses that come inside the Batwing. You can buy P clamps or just make them out of any thin tin or steel strip tape, steel binding etc.. Once all set and happy you can use a good epoxy putty to seal the mounts all up and prevent movement.
Then shock horror..... cut hem all in a suitable place and thread each end to match a turn buckle and voila you have a quick detach system. that can have shorth fixed mounts left in the clamp or removed entirely when screen removed.
