IT WAS THE #*%$# FUSE!!!
Note to self: Don't trust a visual inspection of a fuse, do a continuity check!
Thanks to you people I went ahead and followed your suggestions and checked the fuse again anyway, with a multi-meter, After I did the direct connection from the battery to pin 8 in the relay socket and the fan started fine. I thought that since the relay was clicking with a TuneECU test the fuse must be good. Turns out the power/fuse only goes to pin 1 (87).
Well, fan came on doing the TuneECU test, so should be good to go.
