Low"ish" Budget in your position I'd do:

Paul's Headers to Daines muffler
Neville Lush Street Cams
Dyno time

Should be 170-180 whp reliably with a broad broad torque curve. The difference between 150whp and 180whp is massive, you'll notice it more than the stock to 145 change. It'll start getting to that area where you begin to get sensory overload at full throttle in 1-3 gears.
 
I still think best bang for the buck is a $1400 Carpenter exhaust, and $200 for Carpenter to reflash the ecu for 160+ HP and torque. No need for PCV or dyno time.
Seeing a copy of WildBill's dyno sheet for his R3T convinced me to go that route, until I saved enough pennys to get the big hp kit.
I have the dyno sheet somewhere if you want me to post it.
