Plug the OBD link into something else as well and check again. You might need to reinstall TuneECU. Is this the first time you've tried to use it? You can also try the FB forum as well.
As for the time, always make sure they are the same.
I think the charger refers to a battery charger. You don't want the battery passing out on you 3/4 of the way through the process. It can take awhile sometimes. At least on my older 2010 Touring.

The ecu want to see a minimum voltage. It does basically nothing when the ignition is on but the engine off. It expects to be working when the engine is running at 13.4 plus volts.
Talking to the ecu takes a lot of power and the task can take up to 20 minutes. The ecu will shut down when the voltage drops past some voltage value that could be seen during the tune of not on a charger, and when it does and you are mid upload you just turned your rocket into a paper wight. A new ecu and a tow is going to cost you big time vs just a trickle charger.
