Depends on the technology being used...modern vehicles using a wheel sensor and electronic counter, yes.
Using a speedometer cable with rotating drum with counter spring arrangement, no. The spring is not linear in it's behavior.

New bikes yes. 5 mph gps 4.5. I guess if 10% off. Mine is about 8% off.
Still wonder why cars not off from my experience but bikes have always been off.

i was speaking of the ratios odometers gears or vehicle speed sensors at 40 mph the speedo could be reading 20 or 100 or buried/pegged or twisted around passed the 0
on my 07 it was 10% off on speedo all the way thru the range but dead on on the odometer.
any way i lost tract of the point.
so will leave it at that

Rocket was off by 9 mph at 70. Dyno tuner adjusted it to spot on. As for my others the Guzzi is off by 3 at 70. Porsche is off by 2 at all speeds, Ford is off by 2 at all speeds and Honda is off by 1 at all speeds.
on the old gears and cable i would calibrate the odometer by changing the percentages most of the time the speedos would b right on.
i had a two mile coarse i would drive and for example if it was two tenths over for 2 mile that would make it 1 teenth over or 10% for 1 mile then i would change the gears to slow odometer 10%

Never knew cars were off also. Big difference between cars and bike amount off though. Wish my bike was only 1,2 mph off. Still wonder why. Thanks for that.
Idk, only noticed the van accidentally, I was on interstate using Google maps and I must have hit some setting I usually don't, I noticed it was displaying speed, and it didn't match speedometer. Seemed consistently different, 50 to 80 mph.
