Why on motorcycles but not cars? On purpose apparently, but why?

Cars are 5-8% over usually, if you check against GPS, about same as bikes. Probably for legal reasons, so someone in this litigious society doesn't sue them for going faster than indicated, also heard they can get fined in Europe if off by certain amount in the wrong direction. I guarantee lawyers were involved, lol
