So I have a few improvements to make.

I want to tune my R and I also have a the shift assist to add. I have the extended warranty. Should I go for it and install a Penner tune and add the assist myself? or wait for the dealer to have time for it?
You have a dealer that will install a Penner tune? California Triumph dealers won't modify or add anything. They won't put on a different exhaust other than OEM. Hell, they wouldn't put on a horn that they sell in the Triumph shop. They stated they can't do that in California anymore. I saw a 16 Rocket they were selling a few years back that had the newer Triumph oval mirrors. They said they won't sell it until they can find/put on the 2016 Roadster OEM mirrors. Unbelievable! I'm fairly certain they eat the same street legal meal everyday at lunch time.

I was planning on doing the work rather than wait on the dealer. I just don't know how difficult it would be to live with the dealer with a tune on it.

California is a dreadful place.

In some ways, yes.
In other ways it is absolutely beautiful.
The mountains, coast line, desert and lakes are fantastic. You have everything and every kind of riding here. The backroads are great to ride or I should say, use to be as they are pothole ridden now. The heavy traffic is gridlock most of the time no matter where you go although further north is better. The political climate is in your face everyday. Not to mention our rich Governor and his fantastic hair helmet. He looks like a leggo character. 25 years ago I would have put this state against any state including Florida (I loved it there). The people are for the most part half jerks and depending where you travel half ex-cons. I just finished a ride up around Grass Valley and Nevada city. Beautiful! The traffic, not so much. It went from an A+ to a D- in just a few decades.

The dealer won’t load the Penner tune unless they have the Professional version of TuneECU and do this regularly.

Just let the dealer do the regular install and then flash it with the penner tune. That way you get all the rest of the updated software from the data load.

edit, also they have to do some kind of synchronize with the shift assist, right?

I am not sure.

The countryside is beautiful, the beaches, mountains, wine country, northern California, etc. My issue is with the politics and the people. My sister teaches at Cal state and she's frustrated and ready to leave.
