Umm NO, the numbers are the model number to match the bike, spring rate and length.
Different models numbers for different lengths for same model bike. The C is for Chrome and B, wait for it ....Black

Thereis another model number for the 12" versions for Rocket IIIs too.

See from the horses mouth so to speak all the Rocket III 444 options.
