The dealer has always had to activate it in the ECU, however I recently learned that the latest version of the DealerTool software v6.60b added the capability to turn on and off the quick shifter. If you've already got the DealerTool OBDII cable, updating the SW may give you everything you need to enable the TSA. The calibration procure seemed pretty simple, just running up and down through the gears in a sequential way (can't remember where I saw that though).
I had the dealer turn mine on. It will depend on if the actuator is in compression or extension to shift up in the gears, it's different between a GT and R model.
