Question about a used Rocket R

I am quite taken by the Rocket R3. Just found one locally.

It is a 2022 with 7,000 miles on the odometer. To the eye it looks O.K. I have yet to ride it.

So they are selling it for 13,999. This is in a dealership, not an authorized Triumph dealer but one which carries multiple brands. My concern is the price. I ran a VIN data report. The title is clear, no mention of accidents or other issues.

The report shows mileage of 6 miles, I imagine when first registered.

It states Black Book value (retail) is 18,500 yet the dealer asking only 13,999. Does anybody know if the Black Book value is based on the 6 miles shown when first registered or current value for a 2022 is about 18,500.

Hard to imagine a dealer taking a $4,000 hit on the price. Any thoughts?

Lastly, what specifically should I look for before I purchase the bike. I have heard there was a voluntary recall due to a rear brake issue so I suppose I should make sure this was addressed. Anything else beside smell the oil, check tire condition look for body work damage?

I'd check the dealer's reputation on Google maps, etc. I wouldn't think a crooked dealer would just lower the price knowing of a problem- why not just keep it higher? I don't think there is much demand for these bikes (which is great and makes us unique) which could account for the low price, but that IS a good price. Do ask about the recall. I bought mine used with 247 miles and Triumph took care of the rear brake MC replacement after I had had it for well over a year, maybe two. I think if you called a Triumph dealership they would confirm that you're also covered- but check.
