Bud the confusion is probably what your calling the clutch cover and gasket compared to the NA original clutch cover like Jvheli is thinking. The oem clutch cover gasket goes around the whole engine case. The TTS hydraulic clutch conversion cover is the difference.

Ok from the pictures above it looks like the shims should be on the bottom so the pulley flange is off the blower cover. Enough not to rub. Did you get the spanner to rotate the eccentric part. The older ones the hole fit a metric allen. To adjust the eccentric cam for belt tensioning. Also a belt maufacturer told me two 3 rib belts would grip better then the single 6 rib.

Thanks, I was wondering if there was supposed to be a tool to turn the eccentric part and yes, I was assuming the shims went to the bottom, but there isn't near enough shims to keep the pulley itself off the cover curious if I was missing a washer or something.

The instructions say to cut the tab off, but (my understanding of) this was the one I've marked with a red X below, turned out i needed that tab so welded it back on after, and powdercoated.
Looks like you've a more up-to-date pulley than mine, although it looks the same just with a flanged collar around it. How is that collar fitted? can you slide/press it outward so the inside part (that you bolt to the front cover) is slightly proud?
Didn't think there was space between the belt and the engine front cover for that flange but,,
If you didn't get a pin spanner or have a suitable one e.g. for angle grinder, you can put a jack underneath the tensioner too to turn it up
