Master brake cylinder chrome cover

Hi all,

Please bear with me here. I got a master cylinder cover for my R3T and I feel I bit confused by two parts that came with it. Part number A9738069
I did some research online but couldn't find installation instructions. The two parts are a black, plastic washer (spacer?) And a ribbed chrome sleeve. Both are in the picture attached to this post.
Where do those go???

And yes, I realize I may get publicly shamed for this so bring it on!

Yes, I have used this kit. As you said, the tolerance ring is replaced but the black plastic ring is only to position the mirror stem to the correct depth into the mount... but is not left in place.
