So I noticed some oil under my bike this morning ( I just got it Saturday and this is the first sign of oil). I got under the bike and it appears to be coming from this spot in the pic. Is this an oil drain? It doesn't look quite right to me and when I tried to tighten it up it felt like it was going to just keep going further into the engine which made me nervous.

Actually I thik I just realized the problem. Is that entire silver disc is supposed to screw out? For me just the inner circle right around the Allen wrench is screwing out.

Hard to see in your pic, but yes it is a sump drain plug, the “entire silver disc” should screw out... that be the size of the drain plug.
If the centre is the only part that is turning then it’s my guess the sump plug is missing and been replaced with a hex key bung, if that is the case then the outer part of to silver disc you described is actually where the crush washer seals the drain plug... only way to tell for sure is to remove the bung in the centre by screwing it all the way out rather than in.

Yep someone lost the actual plug and replaced it with a set screw. You can see the start of the internal thread of the sump pan. Man, I'd say more but it would probably be edited!!!!!
Well could be worse I'm sure I can find a replacement plug easy enough. Right? Are all 3 drain plugs the same part?
