Unless you do your speeding in places like Switzerland that have a graduated scale; fines are levied according to your ability to pay. You get X amount of "day fines". Each "day fine" is set depending on your income. The only sensible way to set any fines, really... make them hurt, regardless of what your wealth is, zero or millions.
There have been multiple guys enjoying their $100 grand speeding tickets in such places. In Switzerland, a rich Swede did 186 mph and got to enjoy paying about a $1 million ticket, which is the world record I believe. Ouch.
