There is a need of several washers to line up the bars, I am aware of that. How did you install the tops, left and right? I am very afraid of the top bolt, that is on the right side, also on the left side the hooking points are not very clear for me, would you send more pictures? I really appreciate your help!
I found this app note which refers to the older version, Rocket III until 2020 I would guess, is the only one that Triumph documents:
It is recommended to support the engine before removing the top bolt, Also, the size of bottom bolts matches, M8, the torque is documented as well for top bolt and the lower bolts(M8). Do we have new bottom bolts coming with that chinese kit?

Fitting Instructions:
Rocket III, Rocket III Classic and Rocket III Touring
Front Dresser Bar Kit - A9758049 and A9758099
Support the motorcycle on a paddock stand.
2. Support the weight of the motorcycle and engine
such that front engine mounting bolt can be safely
removed.
3. Remove the two lower M8 mounting bolts from the
foot control rail on the left hand side of the
motorcycle. Keep the displaced bolts in a safe place
in case the dresser bars are ever removed.
4. Repeat on the right hand side of the motorcycle.
5. Remove the front upper engine mounting bolt and
locknut.
6. Refer to the diagram below: Position the left hand
dresser bar to the motorcycle as shown. Retain the
bar at the lower locations with the two M8 bolts
provided in the kit.
7. Repeat the mounting process on the right hand side
of the motorcycle.
8. Refit the front upper engine mounting bolt, passing
it through the dresser bar upper mounting points. Fit
the lock nut and tighten to 80 Nm.
9. Tighten the two lower mounting bolts to 27 Nm.
