I use OBDLink® LX Bluetooth and it works reliably with Tune ECU. i also use it will my cars as well.

It is used with the APP, I am fairly sure it cannot load tunes just read/reset faults and data log.

Yes this works with the Android app.
Tune Upload with Android still requires cable connection.

I have also used it with other android OBD apps for bike info with phone in holder on handlebars. (Tacho, temps etc)
