I have a few pads still but I think I sold my last Classic premium one.
I'll check the shed.

The OEM leather panniers (image 3 below) and the Fehling ones use the same bolt holes as the fender covers.
The OEM sissy bar / rack kits use the bolt mounts UNDER the chrome fender covers that attach to the frame and rear fender directly.
The OEM also come with inlet chrome side fender covers (#7 below to fit brackets #4 and #5) that come with the sissy bar kit if complete.
Compare to stock OEM chrome side fender covers, #8 in image 2 below.

Perhaps take a look ar a Utopia?
Worked well on my R3R until I went with the Corbin solo seat & back rest.
