When I first purchased my R3R, I noticed it would backfire through the intake. The reason I was sure it was backfiring is because I could feel it on my butt through the seat. I kid you not. It happened several times and I was getting concerned but it hasn't done it since.
Its not the foam filters that cause the fire its the spray back of fuel. which means something else is wrong. If you spray fuel on any filter it will burn !!!!!!!!!!!!!!!!
When it comes to octane what matters is what your engines timing is set for. if you use high octane and a timing set for low octane the burn rate will be longer which might have a burn going on when the intake valve open. Especially if you take it to a shop for the valve adjustment and they do not get the chain back on in the right position for timing. As TP they missed his by three gear teeth. SO what happens if the intake opens while the fuel is burning and you spray more fuel on top of the fire. naturaly the fire follows the fuel and well things can get hot. The I take things like if theyw ere not safe Nev would not send them out on one of his customers bikes. This could have been from many things plug wires put on wrong and a plug fires when the valve is open. to much fuel being sprayed because some body thinks they know how to tune a bike without a dyno. All kinds of things could have play a factor in this isolated incident. after all I have only heard of one catching on fire. Has anyone else heard of others. the oil sprayed on the filters both K&N , UNI, ITG, Spectre, Pipercross is fir retardenet so I suspect something else had a play in this. My point is you do not know for sure so you cannot blame the filter.

Unless you use proper fire retardant filter oils. Those look like UNI filters. Had them on my Laverda Montjuic in the early '80's. That spat back through the carb's for the hell of it under 2000rpm - never had a fire.
Un-oiled K&N's burn really well btw - if you let them. I had an old one from a Guzzi where the rubber had turned to stone. Seemed like a valid bit of R+D to me at the time.
Actually there are some micro-mesh stainless steel filters that I doubt will ignite. But not seen any that would fit an R3 - yet!. Wonder how sintered bronze would work?

Wonder if the stock paper filter has a retardent. Maybe thats why they put it so far from the TBs,lmao
The foam once ignited just has more to burn. And make a hell of a mess, ever get melted nylon on your skin.?
