    once it's unlocked, are you turning it counter clockwise? You should feel resistance. Keep turning

    I installed a set recently and also only recieved one pair of washers, even though instructions do show 2 pair. I torqued them to speck and they seem to be staying in place. Maybe Triumph decided they weren't really needed.
