I don't want to seem more ignorant than I am but why is there a bar connecting the two risers. There is a kit at my local shop for $130ish and it is thr riser kit for a tbird. It contaons 2 risers 2 caps and four bolts there probably is a couple rubber washers in there bit I couldn't tell. Is this what I need tor a 2009T3T?

As above, these are the parts you need. I assume by bar you mean the one piece bar clamp? this is a Triumph accessory part but you don't need it as you can use the existing clamps instead.
