I would suggest at every tire change. The guy who I had do my tire also put the new brakes on I brought along with the rear tire. The old brake pads looked pretty good, about half worn, but my service guy did say that it was probably best that I had him put on new pads because he didn't think the old pads would have lasted till the next tire change. I put on some double sintered EBC brakes from flipmeister.
I check my brake pads frequently, especially the front set.
When they reach, or approach 3/32" I change them out.
Sooner if i am about to head out on a long trip.
I then order a fresh set right after the instal, so that a new set is always at the ready.
Yeah, and the rear pads are a little more labor intensive to change than the front. I'll order a couple pairs today and change them out. Thanks for the advice.

Just so happens I measured a set with a caliper and looked up the spec recently when I had my new tire mounted last week or so. On my EBC HH Sintered the plate is 4.4 mm thick. The pad is 4 mm thick. My pads still had 1.5 mm left so I put them back on. I did also order a new set to install later.
