Is there any harm in the overflow being located lower than stock? Can I move it down and forward with a custom bracket and still expect it to function properly?

Actually its a expansion tank (expansion reservoir), not an overflow tank
Putting it lower is useless, better to not use it at all.
If your not using it you cannot leave the water-level unattended for 10.000mls (maintenance interval).
Check it more often.

Place it under the seat, but I plan on relocating it to the left sidecover-my only fear is the electronics there. But, I will cover it with something more for peace of mind. Don't go w/o it, reroute.
