As ridiculous as it may sound, they do make “zipper lube” which can be applied. I typically just spray some silicone grease and work them back and forth once a season or after a good cleaning. Heard you can even use graphite from a pencil.
 
Good old candle wax frees up the corroded zippers I haver come across. Good for windows in their frames too. And...... it smells nice.
Hey, it was a spelling mistake but, why not hyphenate have ever to have'r. No one else is using it. I know.....if you have an extra life....send it over.

Beeswax also for the above listed. Old window slides and patio door bottom rails that stick. It works very well.

Have you tried to spray interior of the panniers wit plasti-dip or something similar to protect it against water? Or it is not good idea?
