How to remove risers ?

Can you leave the bars attached until after you loosen the risers? Would that make the riser sit still and prevent it from turning and scratching the top triple tree?

Yes you can, as a great way to get to the 17mm nuts from below, use a deep well socket and then use a 'wobble' extension on it. It works PERFECT!!!!!!! I used an extension bar about 10" long that came in a set of 'wobble' extensions from Craftsman (Sears). It was definitely worth the $30 for the set, for all you need is just a little angle. I changed the risers by myself in about an hour rather than the three hours that most people spend on fighting the nuts on the bottom. You can use a standard socket but the deep-well gave my hand just a little more leverage to push it over the nut.
