They are a rather interesting design. From an angle they appear to flicker, when viewed straight on, they don't. In any case, they are programmable, easy to set to solid on. So far, I haven't had an issue.

Fock me, Marty!!! Was that really necessary??? That really hurt to watch and I have to wonder why that poor fool stopped his bike in the middle of a busy divided highway? Cop or not, that was just a dumb move given the nearly zero level of protection a motorcycle affords.
As for getting ones attention at night, I am of the opinion that reflective tape on the helmet and bodywork is better/more effective than reflective material on a garment, mostly because we can and do move our heads around and that movement tends to catch the eye.
