That is correct we are trying to narrow down the area/circuits where the problem is.when some people change the headlights sometimes there is not a place to put the parking light so they remove the bulb and then sooner or later the two terminals get together and creates a short to ground and will blow fuses. you must have a bulb to hold the terminals apart! or cut and tape the wires/one wire to break the circuit.hth
