Just a guess here, as I have not "yet" got that far into one of these engines. It looks like you use a good amount of lube on the cam bearings, and even have a smear on the tappets. Maybe if you assembled completely dry, took measurements, got the right shims to make everything happy, THEN assemble with all the lube, and check no more. Just sayin.
 
I must ask are you using over the shim buckets like stock or have you switched to the busa stuff? And are you just performing the shimming or is this with the chain on ?
 
I need some instruction guys. I have installed the manual cam chain tensioner from NLR.

What is the correct procedure for tightening the cam chain with this manual tensioner ?

How do I know it is at the correct tension and not too tight or too loose ?
