Had a Motor Trike conversion done on my 2016 Rocket and getting a terrible front-end wobble when accelerating. Motor Trike says I need to check the torque on the steering head top bolt and lower bolt. How big a job is it to do and is there any special tool needed?

Stripped flat head screw on radiator cap, if I drill the head off, will the cap come off? Then I can unscrew the rest with pliers.
