    You should not have to get longer cables with 1.3" spacers. I have heard of some of the bikes have cables clamped a bit differently, pulling it further down and away from the handlebars.

    Not a bad stator, but on the T-Bird, the rotor must be removed to insert a locking pin to time the cams. They were out for a valve shim adjustment. Dumb design!

    Where are you testing? If at a 12V plug somewhere, there's likely a voltage drop on the way. Try testing at the battery with a meter.
